My above comment aside, the code in Subscribe.getAvailableSubscriptions(context,eperson) is a bit odd. It does seem odd to me that you are only allowed to subscribe to collections which you can *ADD* content to. So, it seems like this should be changed to "READ". https://github.com/DSpace/DSpace/blob/master/dspace-api/src/main/java/org/dspace/eperson/Subscribe.java#L242 So, there may still be some sort of bug here.

Dspace subscriptions aren't available for Anonymous users. They only can subscribe to one collection for receiving alerts if they have permission to submit new items, wich has no sense. The correct permission is READ permission, not ADD. It can be fixed modifying the following methods at the following clasess: @ org.dspace.eperson.Subscribe pub...
