Here's what I think this could mean:
At the very minimum, there should be a UI with configurable access (admins only, collection admins) for uploading 1) logo 2) a CSS file.
Optionally, but this would be very welcome, the CSS would be configurable per-community (there already is a per-community logo). This CSS might be or might not be just another text property of the Community class. Or it might be a map of paths to CSS files to communities.
Finally, instead of just CSS, we could also have a form with several boxes for colors for things like text color, text background, color of lines, color of background, background image. Basically the possibility to make basic changes to the color scheme using a user-friendly form.
