Some good news: In DSpace 4, the JSPUI has been redesigned and is using Bootstrap (see
DS-1675
for screenshots). @mire is currently working on a redesigned theme for XMLUI (called Mirage 2) which also uses Bootstrap (http://atmire.com/website/?q=content/fresh-look-and-feel-dspace-4). I believe the hope is that Mirage 2 will be ready for full release in DSpace 5. It's currently under alpha (but they are giving access to the theme to early testers) and a preview is at: https://atmire.com/preview/. So, both of our UIs are moving in the direction of using Bootstrap. You are correct that that could be the basis for some level of website styling.
