Do we have a root from which to build URIs for metadata namespaces, XML schemas, and the like?
I just invented a 'dspace' metadata namespace to hold types that are specific to DSpace, and it needs a URI. (This is *not* local extensions; it's related to DS-1582, and I think it dovetails with the metadata cleanup/restructure proposal as well.)
