Some extra info on how Fedora handles this sort of thing...

They actually maintain their ontologies, etc. in GitHub:
https://github.com/futures/ontology

Then the publish new versions off of the fedora-commons.org website 
(under the fedora.info) path.

We could do something similar for DSpace, if we wanted.
