Could you provide us with more information about how you are encountering this error? For example, what 'ant' command are you running, and from where?
I don't seem to be able to replicate this issue. It almost sounds like somehow you have the GeoLiteCity.dat file in your [dspace-src] directories, either under:
[dspace-src]/config/
OR
[dspace-src]/dspace/target/dspace-[version]-build/config/
By default, unless I'm missing something, 'ant' shouldn't ever be filtering the GeoLiteCity.dat file, since it never exists in [dspace-src] by default. Instead, the 'ant update_geolite' command downloads it directly to [dspace]/config/ (so it should never be copied from [dspace-src] to [dspace] by ant).
But, I'm still wondering whether I fully understand how you've hit this issue. So, if you could provide more details, it'd be helpful. Thanks!

ant tried to replace properties in all config files
with some versions of GeoLiteCity.dat this leads to an OutOfMemory exception
this affects all version and all components - since this prevents deployment
