yes it is a GeoLiteCity.dat file in config; I tried to merge production config settings into the config in the source tree and must have overlooked that I added the .dat file.
It looks like I created the issue
On the other hand - If I made the mistake somebody else may very well do the same. It may still be a good idea to be a more selective about which files are sent through the ant filter chain - after all a stray files in the config dir should not disable the whole deployment process.

ant tried to replace properties in all config files
with some versions of GeoLiteCity.dat this leads to an OutOfMemory exception
this affects all version and all components - since this prevents deployment
