I am completely baffled by how permissions work in DSpace... Even as an Administrator, I had to put myself into the COLLECTION_175_WORKFLOW_STEP_2 group before I could process a submission to that collection. Unfortunately, I didn't realize this until after I already submitted an item, so now that submission is in perpetual limbo. I suppose I see some utility of blocking past submissions from people who have newly gained submissions...but it seems like a horrible blocker for giving someone higher privileges. That said, I don't know what permission issue could be causing the delete to succeed (for my other administrator) and yet still get that "Insufficient privileges" screen...something to do with indexing? That also seems baffling/unlikely.
