Keith,
As Allen mentioned, a shell script with a simple task of converting your TSV
metadata text file can do what you want to do. I am using such a solution
myself for importing thousands of documents about the Iranian historical
monuments and sites at http://eiah.org/arch . I extract the metadata for
each monument from an spreadsheet and construct the dublin_core.xml file.
All I am using is two simple python and bash shell scripts. and there is no
worry about how many items you have, tens or thousands.
