Hello,

DEFAULT_ITEM_READ and DEFAULT_BITSTREAM_READ are collection settings 
from which the READ rights for an item and it's bitstreams are derived. 
They serve as a template for the item, it's bundles and bitstreams.

DEFAULT_ITEM_READ will affect the accessibility of the item display, 
DFAULT_BITSTREAM_READ will affect the accessibility of the bitstreams 
belonging to an item.

During ingest the item derives its policies from the settings
DEFAULT_ITEM_READ and DEFAULT_BITSTREAM_READ of the owning collection.
Per default this is set to anonymous READ.

These settings will only work on newly submitted items. Changing them 
will have no effect on already existing items.

If you want to change the default settings of the collection, you can do 
it during collection creation or later editing an existing collection.

During collection creation there is an initial question "New items 
should be publicly readable " already checked.

If you uncheck it, you will be asked to select the eperson/group who 
will be permitted to READ.
This will affect both settings DEFAULT_ITEM_READ and 
DEFAULT_BITSTREAM_READ at once.

After having created a collection you can change the settings via Edit 
Collection -> Authorization.

In order to change the permissions on already archived items you got to 
change the authorizations of the item/bitstream. There is an advanced 
authorization/wildcard tool in the administrative section.
