DSpace treats each bitstream as a self-contained whole, though it may be related to other bitstreams within an item. If you split up something like a book into page or chapter bitstreams, I think users will dislike the result.
What DSpace tries to do is to make well-described objects easy to find and retrieve, and stay out of the way of products which are focused on interpreting those objects to the user.
