That depends on what you mean by "used".

DSpace makes use of metadata in search operations, and those metadata
indeed must be organized in at most two levels (term.qualifier) as DC
is.  But supplementary metadata of any form can be attached to an item as
bitstreams in the METADATA bundle.  There's no reason why the user
interfaces cannot be extended to present supplementary metadata or
even make use of them in its operation.  That does mean more work to
support paper-journal mechanics than just adjusting the configuration,
but XMLUI at least can be adjusted to make these streams available to
the Theme.

And there is work going on now to build an entirely new search
infrastructure, which presents an opportunity to free ourselves of
our dependence on DC-like metadata organization in the not-too-distant
future.
