Kindly explain the step 4 and 5 with some more details because I am bit
confuse in these.
*In 4th step *
a) I have to run upgrades scripts database_schema_14-15.sql through
database_schema_17-18.sql on the pg_dumpsql file. (*Kindly let me know the
command to run upgrade scripts.)*

OR* b) I have to run upgrades scripts on dspace 1.4 on windows.
*OR* c) I have to run upgrades scripts on dspace 1.8 on ubuntu after
importing the pg_dump data.

In 5th step *I have to import the SQL file.
a ) is it the same file that is created in step 4 (a)

OR *b) I have to export the data after running upgrades scripts on dspace
1.4 on windows and import it in dspace 1.8

Upgrade procedures are described here:

You're not doing an in-place upgrade, so:
1) do a clean installation of DSspace 1.8.2 on Ubuntu with any
necessary configuration (follow the installation documentation)
2) copy over your assetstore
3) export the database (pg_dump in case of Postgres)
4) run _all_ the upgrades scripts database_schema_14-15.sql through
database_schema_17-18.sql
5) import the converted sql into your DSpace 1.8.2
6) start Tomcat
