Yes, I think so. Anything that copies over the database in its current form.

There might be a way to do that from PgAdmin, just run the sql files
on the "dspace" database as the "dspace" user.

Alternatively, use the "psql" client as I originally wrote.

So yes, your steps are generally correct, you just chose to use
different tools. That should be fine.
