Tom, at the Smithsonian Libraries we do sort of what you're talking about whereby we upload content to a server inside our firewall but then synchronize with a public-facing server overnight.
Our handles are retained from the staging to the public server since we use the root URL of the public server when creating handles. I hope this helps.
