Thank you everyone for all your help!

I have verified that I have UTF-8 Encoding on my tomcat server and in my dspace 
config file. I've run a filter-media on the collection.

I have tried PDF documents in both Arabic and English. It seems searching is 
not returning any results for any document, not just Arabic. I also do not get 
results when I search on meta-data in English or in Arabic. At a loss as to 
what to do next.

I'm shooting in the dark here, but this may be due to text directionality. PDFs 
my be indexed left-to-right and you're trying to search right-to-left (or, 
possibly, vice versa). This would likely happen only with PDFs. What about 
regular text files? Are you able to search those correctly after they're 
indexed?

Also, this all assumes that you ran filter-media. If you didn't the fulltexts 
aren't indexed yet and you'd be only searching in metadata.
