Thomas Breineder from the World Bank made a good point on this topic at
OR14 (http://urn.fi/URN:NBN:fi-fe2014070432290): If we really care about
making publications accessible via repositories to those who can't get
to the publications otherwise, we need to think about people in
developing countries. Internet use in these countries is very different
from the developed world, with a lot of traffic coming from mobile
devices. He mentioned that 95% of Internet traffic in Uganda is from
mobile devices.
