That's true, when you press Save, the system does nothing. You have to
trigger by yourself the email to the user by pressing the "forgot password"
by giving his/her email. Then, he/she only has to click the link in the
email in order to set the password.

There is an "Add EPerson" button in "Administer EPeople" section. I want to
create a new user who can log in. I click on [Add EPerson], write email and
other info, check "Can Log in" box. And press save.

*It doesn't make sense.*

The email is sent to the email address 'newuserXX' as soon as I press [Add
EPerson] button. While it should be sent only to the specified email address
when [Save] is clicked.

What is the purpose of *Can Log In* check box when we cannot set the
password?? There is no way the newly created user can log in (he can perhaps
login via forget password system).

*Create New Users from Administrator Panel* We did this by using "dspace
create-administrator" command and then changing the rights of the newly
created admin
