Well, when you first click "Add EPerson" from admin panel, an email is sent to admins that a new user is registered (which actually is not - you may cancel registration in next step). The email is only sent to admins. When clicking save, nothing happens. You must inform user that you have registered him with a link to login form so as to press the "Forgot password" link and set his password.
"New user? Click here to register" registers a user to the system, same as above. The difference is that in the first case, the eperson is created in the database so you can add him in groups and give rights. In the second case, eperson is created when the user clicks the link in his email and then it is available for admin to add it in a group. Hope it helps.
