Hi Lewatle,
As with any odd behavior, it might be useful to check the log files to
see if any specific errors are appearing there relating to OAI or Solr
(since OAI uses Solr for its data)

If you notice any such errors, send them along to this mailing list, as
they'd be helpful in resolving this issue.
You also may want to double check that your Solr URL / port is correct
in oai.cfg, as that's usually the most likely error. Currently you have
it set to using port 80, so you may want to verify that Solr is
responding on port 80 (and isn't being restricted to port 8080 or similar):
solr.url=http://localhost/solr/oai
