This is a message from Postgres: FATAL: remaining connection slots are reserved for non-replication superuser connections
The problem is that the connection pool has been exhaused, probably by many idle connections from DSpace. This happens to me occasionally, too (though not in OAI). I haven't found a solution to prevent the pool from keeping idle connections for a long time, so as a temporary solution, simply restart postgres. There should be no visible DSpace downtime and no need to restart DSpace.
