ah sorry did not read thoroughly enough.
Can you provide any more details from the logs.
We are on 5.4 (jspui) with the setting only logged in user can send
recommendations and it works ok with no authorization required.
I'll give it a try with the setting for anonymous users.

However, when I'm logged in, I can see the button, but then get the message
Authorization required, while on the test server I see the form to fill in
email addresses and message.
