Hello, the possibility to download bitstreams (resource policy) belonging to an item is derived during the ingest from the settings of the collection the item is published in.
Setting the policy DEFAULT_BITSTREAM_READ to Administrator will enable users to view the item landing page with it's metadata but they will not be able to download the bitstreams unless they belong to the group Administrator. Note that the item display still contains the list of bitstreams with the download button. If you want this only to be displayed when an admin is logged in you got to overlay the item display. The DEFAULT_BITSTREAM_READ setting will only work for newly ingested items. For items already ingested with other resource policies you can use The tool "Administer Authorization Policies".
