Hello,
I'm not working with the xmlui so can't help you with the download
button display only for admins.
But note, only hiding the button will not disable the downloading of
bitstream for others.
This can only be achieved via the right resource policies.
The links to the bitstreams are disseminated in a lot of places (the
metadata in the page, oai ...)
and thus available to everyone and unless the proper resource policies
are set still can be downloaded.
