Could it be that this is solved by https://jira.duraspace.org/browse/DS-3435 (https://github.com/DSpace/DSpace/pull/1599 and https://github.com/DSpace/DSpace/pull/1600) ? Because that ticket also fixed a NullPointer in AccessStepUtil.populateEmbargoDetail().
Can you try to build that version (or just apply the fix) and verify if it solved your issue?
