Hi, You specified all software versions except your DSpace version? ;) Try building with more a conservative build environment: Ubuntu 16.04's OpenJDK 8 is by far the most popular way to build DSpace currently. Also, I would recommend NOT using Tomcat 9! Personally we use Tomcat 7, though I know some people use Tomcat 8.
