Yes, neither Java 9 nor Tomcat 9 is even released yet! I'm not aware of anyone else trying to run DSpace in such an environment. I couldn't name anyone even running on Tomcat 8.5. Recent DSpace runs well on Java 7/8 and Tomcat 7/8.0.x.
