Thanks, Eike! Even though our DSpace 4.1 instance had recent.submissions.count = 0 in dspace.cfg, apparently DSpace 6.2 needs recent.submissions.count set to a positive integer to display the Recent Submissions rotating box. I set that in local.config, restarted Tomcat, and the box appeared.
I'll update the documentation wiki to point this out to others...
