This is the standard behaviour for the traditional DSpace workflow. An existing task will appear for the new reviewer when someone else takes the task, then immediately puts it back into the pool.
If you switch to the configurable workflow then permissions will be checked in real time and new reviewers will be able to see tasks that existed before they were made a reviewer. Please note, the configurable workflow isn't available for JSPUI, and if you currently use curation tasks during the workflow then these will probably require custom code to still work.
