registered for a MaxMind account listed a disclaimer

 We currently do not have a billing location for you. Please provide one in 
Account Information to ensure continued access to your service.

which I unfortunately misread and interpreted as asking for credit 
card/financial information. Just in case anyone else sees this, it's only 
asking for billing location. Our institution will move forward with 
Geolite2 on our DSpace x6.3 instance. Thank you for reading, take care.
