Workflow should not be aware of how a submission came into the repository. The first thing that I would check is whether batch submissions are being done with workflow disabled. For example: 'bin/dspace import' by default bypasses workflow. You must add the '-w' or '--workflow' option to enable it. If this is not the problem, then please describe more fully how you are importing materials. -- Mark H.
