I don't have an answer for you but need to know if you already have an active
subscription for plagiarism services like https://www.turnitin.com. Such
solutions come with ways to interface with external systems like Moodle (LMS).
You could then piggyback on such to get a submission to DSpace get checked
first before deposit. I have seen such requirements on learning management
systems and not DSpace though.
Also note that plagiarism checker are far from being gatekeepers for AI
generated content.
