Update: Problem solved! This turned out to be a problem with Tomcat's AJP 
connector. It affected not only the "return to pool" functionality but 
other DELETE operations as well (deleting users from groups, deleting old 
processes, deleting one's own submissions from MyDSpace, and more). We 
reinstalled using the http proxy instead of the AJP connector 
<https://wiki.lyrasis.org/display/DSDOC9x/Installing+DSpace>, and the 
problem went away. From now on during testing we'll double-check to make 
sure that delete operations actually stick.
