Do you have URIEncoding set to UTF-8 in Tomcat? See:

I believe that the cause of the issue for 'Items for subject' is incorrect 
parsing of the URL.

As for ordering, these both appear to be browses, rather than searches. This 
is a problem with ordering unicode characters in Postgres.

I've already offered a patch in regards to this issue for the sort_author 
column - see:
<http://sourceforge.net/tracker/index.php?func=detail&aid=1672065&group_id=19984&atid=319984>

Note that this patch only deals with authors, and only to the extent that it 
replaces all diacritics with nearest ascii equivalents.

I can add title and subject processing to this patch as well if you want, 
but not until a little later today.
