Weird! http://dspace.udel.edu:8080/dspace-oai/request?verb=ListIdentifiers&metadata Prefix=oai_dc suggests that you have no records, but your repository has plenty! It is talking to your database OK: http://dspace.udel.edu:8080/dspace-oai/request?verb=ListSets Do your log files ([dspace]/log/) show anything? If you turn logging up to DEBUG, they might show something, and will show the calls being made to the database.
