Good idea!  Another option is a category + a template, rather like the
"out of date" template+category I added (e.g. to
http://wiki.dspace.org/index.php/DspaceDeveloping).  Then someone can
add something like {{inprogress}} to the top of the page to indicate
it's not quite ready for prime-time yet.
