This depends on your browser locale, which in turn usually depends on  
your system locale
on the client computer you use for checking. If you want to test with  
different locale
settings, the quick locale switcher Plugin for Firefox is your  
friend. If this does not
solve your problem, then tell us about your client computer setup  
(operating system and
browser) on the list to receive more comments.

On the other hand, the messages.properties file should always remain  
in place as a fallback
in case your language specific file is missing one of the 1000+  
strings. I bet, you will
almost certainly receive more detailed help from Claudia ...
