Hello Hlias, be aware that the name of the properties file is Messages.properties not Message.properties. Maybe your problem is just due to a typo.
You got to put e.g. Messages_el.properties in [dspace-source]/config/language-packs. Rebuild and restart Tomcat. During rebuild it is copied to [dspace-install]/config. So now you should have [dspace-install]/config/Messages_el.properties.
