Hi Alvin,

changing resource policies on a collection will not change the resource
policies on items allready submitted. During submission the policies for
an item are derived from the collection. Thus default_item_read and
default_bitstream_read are just rules based on which the resource policies
for an item are created.

You might set policies via /dspace-admin rights management.

The constants used are in src/org/dspace/core/Constants.java
READ = 0
WRITE = 1
DELETE = 2
ADD = 3
REMOVE = 4


As for docs. The description of policies is in the online help of the
administration.
