Ying, Take a look at the docs/submission.html documentation with DSpace 1.5alpha.
Near the end of that documentation, there are tips on "Creating a new Submission Step". If you only implement the "required" items (#1 & #4 in that list), you will end up with a non-interactive step. If you wanted to create an interactive step, you would also need to create the appropriate interface, whether it be JSPs or a Manakin "Transformer". If this documentation isn't clear, let me know.
