1.) dspace-web.xml is moved under the [dspace-source]/dspace-jspui/ dspace-jspui-webapp/src/main/webapp/WEB-INF/web.xml where it is deployed to the war created in that project.
2.) you should take that file and your customized version and merge them to include your changes then place it into [dspace-source]/ dspace/modules/jspui/src/main/webapp/WEB-INF/web.xml It will then override the original in the build process and be the one used in your war.
