I am currently using 1.5.2 and have the same problem. To get around this we
have created a plugin which gets activated when an Item is added or modified
and resets the ADD, REMOVE, READ and WRITE policy for all bitstreams to the
users and groups who are listed as administrators for the collection. This
can be tailored to specific collections.

I understand that 1.6 will have some improvements to the policy
administration but I'm not sure whether this is tools or more default
behaviour.
