That sounds like you're missing a setting for UTF-8 encoding somewhere.

Did you set up your servlet engine to use UTF-8? See here:
http://www.dspace.org/1_6_2Documentation/ch03.html#N1077F -- make sure
you have URIEncoding="UTF-8" in the Connector configuration.
