I've noticed that when a user clicks the Start a New Submission button, the
system queries to get a list of all the collections (N collections), then
runs N queries to see if the current eperson can submit to that collection.

At OR10 in Madrid, I remember that Ianthe Hind and Robin Taylor of the
University of Edinburgh, presented that they had optimized this expensive
query into one or two smarter queries. I was wondering if this optimization
could be shared so it could be tested, and selfishly, so I can speed up this
step from 1000+ queries that takes around 5 seconds, to something faster so
that the system feels responsive to the submitter's click.
