One idea might be to use AIP Backup / Restore.
https://wiki.duraspace.org/display/DSDOC/AIP+Backup+and+Restore#AIPBackupandRestore-ExportingAIPs

You could backup your entire site (which does backup items/bitstreams), use
a command line tool to delete the items/bitstreams, then import that package
back in to your system.

I've not used this new feature, but its got plenty of promise.
