Unfortunately, the AIP provider is going to restore the whole hierarchy
including items.
Alternatively, We have the last 1/2 of the process you suggest in a command
called "StructBuilder", but what is absent is the first 1/2 of the process,
generating the xml off your existing community/collection
hierarchy...someone could probibly write that as a quick feature/addition to
the class.

Other questions.... do you just want the community/collection
hierarchy, or do you want the Resource Policies, groups and Users
you've enabled on those communities and collections? if the latter is
the case, StructBuilder won't help either.
