That looks like a piece of obviously bad documentation.
prior to 1.8 you could only order your bitstreams with sequence_id (some
internal, untouchable identifier, typically ordered by which bitstream was
inserted first), and name (you could sort based on alpha). Now in 1.8,
we've added some database work to allow re-ordering of bitstreams if you'd
like (bitstream_order). The upgrade SQL script should initialize the order
to be the same as sequence_id, but once your on 1.8, you can use the UI
(XMLUI), to reorder the bitstreams manually.
