Is there any way I could limit a system administrator's functionality? It seems a system administrator can do anything or has overall functionality.
Example: He CAN create/edit a top level community or sub-community but CANNOT create its collection. A community administrator of that particular community is the only one who can create a collection. What part of DSpace can I configure to implement this?
