Hello Luis,

with files I assume you mean items.

The workflow steps (there are 3 possible 1=accept/recet, 2=accept/reject 
and edit metadata, 3=edit metadata) are defined on collection basis, 
either while creating a collection or later by editing it.

Check whether the collections these items were submitted to got worflows 
defined.
