I created differents groups for each rol in each collection, but i don't' know why for some collections works but for others not. The workflow steps (there are 3 possible 1=accept/recet, 2=accept/reject and edit metadata, 3=edit metadata) are defined on collection basis, either while creating a collection or later by editing it.
